New Warehouse Supply Projected to Exceed Demand Over Next Two Years - Wall Street Journal

New warehouse construction across North America is expected to outstrip demand over this year and next, according to a new report that suggests a yearslong boom in industrial space fed by e-commerce growth may be shifting in favor of tenants.

Developers are expected to deliver about 301 million square feet of new warehouse space in the U.S., Canada and Mexico this year, while tenants will lease about 242 million square feet, according to a new report from Cushman & Wakefield PLC.

The real-estate firm projects builders will deliver another 272 million square feet in 2021, outpacing projected demand of 218 million square feet.

Industrial developers have been relatively restrained in adding supply since the last recession ended in 2009. Many were wary of adding so-called speculative properties without tenants lined up in advance and didn’t want to risk losses if the market couldn’t absorb new properties. At the same time, a gaggle of tenants focused on online retail sales, from existing retailers to the fast-growing logistics operations of  Amazon.com Inc., began eating up space for fulfillment warehouses and distribution centers.

Tight space has driven down vacancy rates and driven up rental prices, but companies said last year that the industrial real-estate market was getting closer to a balance between supply and demand.

Cushman & Wakefield said in its report that builders added more space in North America in 2019 than tenants could take on, the first time since 2009 that has happened.

“Overbuilding is definitely something we need to keep an eye on,” said Carolyn Salzer, the head of logistics and industrial research for the Americas at Cushman & Wakefield.

The changing balance in the marketplace should make it a bit easier for tenants to bargain on rents, although she added that landlords will retain will retain much of the leverage.

Space remains tight by historical standards. Vacancy rates are forecast to rise to 5.2% by the end of 2021 from 4.6% at the end of last year, according to Cushman’s forecast. That would remain below the average 6.2% vacancy rate over the period from 2011 to 2021.

The company expects asking rents to rise to $6.95 a square foot by the end of 2021 from $6.51 a square foot as of the end of last year.

Some landlords have pointed to constraints on adding many new properties.

“Higher replacement costs, land scarcity and elongated permitting remain governors to supply,” Thomas Olinger, the finance chief at Prologis Inc., the biggest owner and developer of industrial real estate in the U.S., told analysts on a call Wednesday about the company’s fourth-quarter results.

Prologis expects its portfolio of properties across the U.S., Europe and other regions will end 2020 96% to 97% occupied. The company has said it is looking to boost rents as leases expire.

Some U.S. markets such as Seattle and San Francisco remain extremely tight, Prologis Chief Executive Hamid Moghadam said in an interview, giving customers looking for warehouse space fewer opportunities to rent.

“We’ve had 10 years of demand exceeding supply,” Mr. Moghadam said. “Demand is actually constrained in many cases because of the unavailability of space.”

Food, beverage sector gained ground in 2019 US warehouse leasing, CBRE says - FreightWaves

The food and beverage industry expanded its share of the nation’s 100 largest industrial and logistics leases in 2019 as increased demand for grocery delivery led to more investment in warehouses and distribution centers, according to a report issued Thursday by CBRE Group Inc. (NYSE:CBRE), a real estate services firm.

Food and beverage companies claimed 13 of the top 100 leases, totaling 13 million square feet, according to CBRE data. The sector captured eight of the top 100 leases in 2018 for 8.8 million square feet, CBRE said. The 2019 leases were for dry and cold storage facilities, though CBRE said it did not have a breakdown for each.

The growth in food and beverage footprint mirrors the growth of e-grocery transactions, albeit off a small base relative to all food retail sales in the U.S. In 2018, retail and food service sales in the U.S. totaled more than $6 trillion, according to research firm Statista. Online grocery sales totaled $28.68 billion in 2018, with sales expected to more than double by 2023, Statista predicted.

 Most think e-grocery sale volumes have just scratched the surface, and could easily hit double digits as a percentage of total food sales during the decade. If so, this opens up an entirely new channel for logistics warehouse demand, which eased off last year after a torrid seven-year run.

John Morris, CBRE’s executive managing director in charge of the company’s industrial and logistics business, said food and beverage “quickly has established itself as a major player in industrial real estate,” which in CBRE’s world includes manufacturing and logistics. Last year’s numbers project “continued growth for both dry and cold-storage warehousing this year,” Morris said.

E-commerce and third-party logistics companies remained at the forefront of warehouse leasing in 2019. CBRE said. Combined, they accounted for 54 leases with 45 million square feet of space, by far the highest in both categories. The next-closest category was wholesalers at 18 leases for 15.2 million square feet.

Still, e-commerce and logistics accounted for 52% of the total square footage in the largest 100 industrial leases last year, down from 61% in 2018, CBRE found. This could reflect a slowing in big-box demand through most of 2019. Prologis Inc. (NYSE:PLD), the world’s largest logistics warehouse developer and manager, said U.S. big box activity eased up during most of 2019 before accelerating toward year’s end.

California’s Inland Empire east of greater Los Angeles dominated the geographic ratings in 2019 with 21 leases totaling 17.5 million square feet, CBRE said. That was more than double the second-largest market, Pennsylvania’s Interstate 78 and 81 corridor with eight leases totaling 7.5 million square feet. Memphis leapt into the top five in 2019 with nine massive leases at 6.9 million square feet.

Retail, rentals, restaurants a part of development plan for Warehouse District - week.com

PEORIA (WEEK) -- More apartments and restaurants are expected to line the streets of the Warehouse District in Downtown Peoria in the coming year.

"On this main floor we're going to have retail shops, restaurants, we're closing off the back of the building, the alleyway, to make it walkable so when you park you can come right in. We have a market place that's going to be there," Developer Casey Baldovin said Thursday at a press conference for his new development on South West Adams Street.

Baldovin said he will bring 26 apartments situated on top of retail spaces and restaurants for the project he calls "The Centre."

"Huge vision for not just this corridor but the district starting with Adams and Oak and The Centre project. They had a bowling alley upstairs packed with people and we want to bring that back we want to bring that energy here," he said.

"I believe this building is the center of the Warehouse District. So we're trying to bring that energy and that critical mass that we need down here so we can get people in these apartments and keep bringing more people to Peoria."

The project will be phased out as groundbreaking begins this summer but at least five restaurants are expected to open in the building.

"We're taking on the kitchen cost help them get in to get their systems down. Provide something for people working down here. We're looking at OSF, 800 people, let's get them down here if it's an hour lunch or a half-hour lunch," Baldovin explained.

Baldovin did not give specific rent prices but said the units will reflect the market value.

Man who helped kidnap storage warehouse manager gets 5 years - The Columbian

PORTLAND — One of two men who kidnapped a Public Storage warehouse manager at gunpoint, mistakenly thinking the manager had stolen their nearly 500 pounds of marijuana, was sentenced Wednesday to five years in federal prison.

U.S. District Judge Robert E. Jones issued the sentence for Trent Lamar Knight, 31, after he pleaded guilty in May to distributing marijuana and using a firearm in the course of drug trafficking, the Oregonian/OregonLive reported.

The judge decided to issue a shorter sentence than he gave Knight’s co-defendant, Jody Tremayne Wafer earlier this month, noting that Wafer was the ringleader. Wafer was sentenced to seven years in prison.

Knight and Wafer, both of Houston, were led to believe that their marijuana had been stolen when it actually had been seized in a secret raid by federal agents.

Both forced the warehouse manager into an empty unit, bound his wrists and held him at gunpoint on Dec. 2, 2017, demanding to know what happened to the drugs, according to court testimony and records.

Knight told the judge he thinks daily about what he did to the storage manager and apologized.

Kroger to build Ocado warehouse in Maryland - Supermarket News

The Kroger Co. named Frederick, Md., as the site for a previously announced Ocado-powered automated warehouse expected to open in about two years.

Kroger said Thursday that the 350,000-square-foot customer fulfillment center (CFC) will be constructed at 7106 Geoffrey Way in Frederick and fill online grocery orders for shoppers in Maryland, Pennsylvania and the District of Columbia. In February 2019, Kroger unveiled plans to build a robotics-driven Ocado CFC in the Mid-Atlantic region but hadn’t specified a location.

The Frederick facility will be one of six Ocado “sheds” announced by the two companies so far. Kroger didn’t give a construction timetable, but plans call for the Maryland location to go into operation 24 months after ground is broken on the site.

Key markets to be served by the Frederick CFC include Baltimore, Philadelphia and Washington, D.C., according to Kroger.

"Kroger is incredibly excited to construct one of our industry-leading customer fulfillment centers in Maryland in relationship with Ocado to bring fresh food to our customers faster than ever before," Robert Clark, senior vice president of supply chain, manufacturing and sourcing at Kroger, said in a statement. "Through our strategic partnership, we are engineering a model for the region, leveraging advanced robotics technology and creative solutions to redefine the customer experience."

Most recently, in November, Kroger said it plans to build a 350,000-square-foot CFC in Pleasant Prairie, Wis., to process online grocery orders in Wisconsin, northern Illinois and northwest Indiana. The retailer in June broke ground on a 335,000-square-foot CFC in Monroe, Ohio, and said it planned to do so for 375,000-square-foot CFCs in Groveland, Fla., and Forest Park, Ga., later in 2019. In September, the company announced plans to break ground in early 2020 for a 350,000-square-foot CFC in Dallas.

The Monroe, Groveland and Forest Park facilities are expected to be up and running in 2021, with the Dallas and Pleasant Prairie sheds slated to become operational in 2022.

Ocado CFCs use digital and robotic technology to service e-grocery orders. When unveiling their partnership in May 2018, Kroger and United Kingdom-based Ocado said they plan to open 20s CFCs in the United States over the next three years. The companies aim to replicate the CFC model as they build the facilities across the country, extending Kroger’s online grocery reach — possibly into new markets where the Cincinnati-based retailer doesn’t have stores. Kroger has said the CFCs cost about $55 million apiece to build and will give customers “anytime, anywhere” ability to place online orders.

This site will be key to delivering amazing grocery experiences to households across Maryland, Pennsylvania and the District of Columbia. It will also create fantastic job opportunities for engineers looking to work alongside state-of-the-art robotics and automation," according to Luke Jensen, CEO of Ocado Solutions, which has its U.S. headquarters in Tyson, Va.

"The warehouse will be a key component of the seamless fulfilment ecosystem that Kroger is developing for customers across the United States,” he added. “Ocado's proven technology will allow Kroger to achieve the lowest cost-to-serve in the market, combined with the best freshness, accuracy and service." 

As with the other CFCs, the Frederick facility is expected to provide up to 400 jobs when it’s completed, with another 100 jobs to be added later on as the warehouse’s service area expands, Kroger and Ocado said.

"We are thrilled that these two respected companies have chosen Maryland as the location for a new high-tech, innovative Mid-Atlantic hub," Maryland Gov. Larry Hogan stated. "This is a big win for Frederick County and yet another shining example that Maryland truly is open for business."

According to Jan Gardner, county executive for Maryland’s Frederick County, the municipality was able to “fast-track” the Kroger-Ocado project.

"Their high-tech innovative business will bring life to a vacant distribution facility, will add hundreds of new jobs and make an investment of tens of millions of dollars in our community. County staff worked closely with the businesses for many months, facilitating a smooth process for permits, water and sewer, and other details,” Gardner commented. “We are pleased to welcome them to our growing e-commerce business community.”

Amazon-anchored Southside warehouse complex fetches $78M - RichmondBizSense

The developer that turned a swath of Philip Morris-owned land on the city’s Southside into nearly 1 million square feet of prime warehouse space has unloaded the property in an eight-figure deal.

Panattoni Development Co. last week sold the Virginia I-95 Distribution center at 4701 and 4949 Commerce Road for $78.5 million. The buyer was Logistics Park 95 LLC, an entity tied to The Halle Cos. in Maryland.

Neither firm responded to requests for comment by press time.

California-based Panattoni built the two-building, roughly 910,000-square-foot industrial center in the last two years and promptly leased it to office electronics company Brother International Corp. and Amazon. The two tenants each occupy one building in the complex.

Philip Morris formerly owned the 62-acre site. Panattoni bought the land for $4 million in 2017.

Brother, which makes office hardware and electronics such as printers and fax machines, signed on for the first phase in January 2019. A few months later, Amazon agreed to open a distribution center in the second phase.

The parcels most recently were assessed by the city for a combined $70 million.

Founded in 1972, The Halle Cos. is a development and construction firm that owns both commercial and residential developments throughout the Mid-Atlantic and Southeast.

The property looks to be Halle’s first in the Richmond market, according to its website. It also owns five office towers in Kingstowne just south of Alexandria in Northern Virginia.

It’s been an eventful start to 2020 for real estate on Commerce Road. Last week, the Pamunkey Indian Tribe announced plans for a $350 million casino at 1401 Commerce Road, about three miles north of the Panattoni development.

Provident in Massachusetts buys warehouse lending business - American Banker

Provident Bank in Amesbury, Mass., has entered warehouse lending after buying a business from People’s United Financial in Bridgeport, Conn.

The $1.1 billion-asset Provident said in a press release Wednesday that ResX Warehouse Lending will continue to operate out of Ponte Vedra Beach, Fla. The division offers warehouse lines ranging from $3 million to $25 million to creditworthy, small- and mid-cap independent mortgage companies.

Provident did not disclose the price it paid.

People’s United inherited RedX from its November purchase of United Financial Bancorp in Hartford, Conn.

“The expertise and leadership of the ResX team provided us an opportunity to obtain a portfolio that is immediately accretive to earnings,” David Mansfield, Provident Bank’s CEO, said in the release.

Warehouse lending “is a niche business that parallels our strategy of engaging in specialized businesses where we can have expertise and focus,” Mansfield added.

Dallas developer plans big warehouse market push - The Dallas Morning News

A Dallas-based industrial builder that’s already a major player in the warehouse market plans to ramp up its business in 2020.

Crow Holdings Industrial says it plans to start an additional 10 million square feet of warehouse and distribution projects across the country this year.

“With expanding e-commerce growth, demand is outpacing supply of Class A industrial space in virtually every U.S. metro,” Ken Valach, CEO of Crow Holdings Industrial, said in a statement. “With offices across the U.S., we have a deep understanding of market dynamics from coast to coast, which helps us create attractive properties that deliver value to our tenants.”

Crow Holdings Industrial broke ground this month on the first phase of a $17 million, five-building industrial park in Mesquite. The Urban District 30 project is being built in partnership with Dallas’ Urban Logistics Realty.

Crow Holdings Industrial says it has more than 8 million square feet of warehouse space under construction nationwide.

The developer said it just completed the $275 million sale of four of its warehouse properties, including a more than 1 million-square-foot building leased to Wayfair Inc. in California.

“With 16 new projects totaling 10 million square feet set to break ground this year, we’re poised to continue our strong development activity in 2020, bringing much-needed industrial properties to markets across the country,” Valach said.

Crow Holdings Industrial is part of Crow Holdings, a privately owned investment and development firm based in Dallas.

Dallas-Fort Worth is one of the country’s top industrial building markets, with almost 25 million square feet of warehouse space under construction.

Warehouse Management Gets a RightHand Man: NRF 2020 - MarketScale

Chelsea Terminal Warehouse redevelopment plan gets approval from Landmarks Preservation Commission - Crain's New York Business

Plans to redevelop the historic Terminal Warehouse in Chelsea are moving full steam ahead.

In a unanimous decision Tuesday, the city’s Landmarks Preservation Commission approved a revitalization plan for the 1.2 million-square-foot warehouse that will convert part of it into modern office and commercial mixed-use space.

“We are grateful to Community Board 4 and the Landmarks Preservation Commission for engaging with us on an adaptive reuse plan that further builds upon the more-than-a-century-long evolution of the Terminal Warehouse while ensuring its authentic features are restored and preserved for future generations,” said David Levinson, L&L Holding chairman and CEO in a statement.

Last year preservationists and community members spoke out against part of the redevelopment plan, which looked to remove timber from the center of the building in order to build a courtyard. According to research conducted by a dendrochronological team the developers hired, some of the oldest timber used in the property was taken from trees that started growing in 1512—making the timber as old as 508 years old.

Since the unveiling of its plan last year, L&L Holding Co. and Normandy Real Estate Partners, which are working in tandem with architectural firm CookFox, have crafted a new redevelopment plan, which they say will emphasize “restoration, authenticity, massive open floor plates and natural sunlight.”

The developers now plan to take as much of the warehouse’s interior timber and reclaim it while adhering to modern building codes.

Along with converting 500,000 square feet of self-storage space and other vacant areas into modern offices, the firms will create an outdoor courtyard and landscaped terraces.

Overall, the project will involve the preservation, restoration or replacement of 3.2 acres of brick masonry, 756 windows and 338 pairs of iron shutters. 

The property was built in 1891 and sits on an entire block from 11th Avenue to 12th Avenue and West 27th Street to West 28th Street. It’s most notable for becoming the first major New York facility with direct access to streets, rail lines and a river, serving as a transfer point for goods.

The warehouse was acquired by L&L and Normandy for $900 million in 2018.

Griffin to buy two warehouse buildings - Real Estate Weekly

Griffin Industrial Realty has entered into two separate purchase and sale agreements with different sellers to acquire industrial, warehouse buildings of 108,000 s/f and 68,000 s/f, respectively, in Orlando, Florida.

The larger of the two buildings is fully leased, whereas the smaller building is mostly vacant. Griffin recently entered the Orlando market when it acquired a fully leased approximately 100,000 s/f industrial/warehouse building in October 2019.

Griffin intends to finance the purchase of the two buildings using its line of credit for acquisitions and cash on hand.

Fighting warehouse worker fatigue with wearables - Supply Chain Dive

The 2005 Texas City BP oil refinery explosion, the 2009 Colgan Air Crash, the explosion of the space shuttle Challenger and the nuclear accidents at Chernobyl and Three Mile Island have something in common, according to the Occupational Safety and Health Administration (OSHA) — workplace fatigue was a contributing factor.

Mental and physical fatigue costs the U.S. economy over $136 billion in health-related lost production time, OSHA said. In manufacturing specifically, over 57% of workers have reported being fatigued at work, according to research from Auburn University. The research found workers reported feeling fatigue mostly in the ankles/feet, lower back and eyes.

Managing workplace fatigue isn’t just a matter of making the warehouse a safe work environment, but it’s good business too. The Warehousing Education and Research Council predicts warehouse labor shortages will be a top issue of 2020.

With workers in the driver seat, they’re not going to stick around if they’re worked to exhaustion. Wearables have emerged as a solution to monitor fatigue as it’s happening, and to predict when it will happen in the future.

"If you’re wearing something like a watch or you’re walking and picking materials, you can collect information about the worker," Fadel Megahed, assistant professor of information systems and analytics at the Farmer School of Business at Miami University, told Supply Chain Dive in an interview.

Measuring changes in performance

What exactly to measure and how to measure it, Megahed said, is tricky because so many different things about a person can show they’re fatigued. It also raises issues of privacy concerns if biometric data is in the mix.

Wearable device makers are putting controls in place to make sure worker privacy is protected. StrongArm Technologies, which makes a wearable called FUSE, said it does not collect biometric data because of worker privacy.

"We’re not interested in how hard someone is working. We’re really focused on how someone can be safe and how to improve," Michael Kim, chief technology officer and co-founder of StrongArm, told Supply Chain Dive in an interview. He said StrongArm’s contract says if it discovers a client misusing data for whatever reason, it can terminate the contract immediately.

Most currently deployed devices and research into fatigue monitoring research look to measure fatigue in one of two ways: changes in a worker’s performance and changes in a worker’s body.

Measuring a worker’s performance to determine current and predict future fatigue is something current wearable technology can already do, Eric Allais, president and CEO of PathGuide Technologies, told Supply Chain Dive in an interview.

"When you have employee performance metrics, you know who’s doing what by when," he said, which can be combined with when workers check in and out, when they log in and out of work terminals, and their break times. "Sometimes fatigue means you’ve got folks that drive around but they simulate work. They look like they’re working but the performance metrics would tell you otherwise in terms of actually handling the product and shipping."

Setting expectations with metrics

Managers can use these metrics with warehouse management software to determine "what can you reasonably expect," said Allais, in terms of productivity without driving workers into the ground.

That’s assuming expectations stay reasonable, which they should even if employers don’t have their workers best interest at heart, said Allais. If workers are mistreated, or realize this technology is being used to exploit them, they can go out the door and find another opportunity.

"In an economy with low unemployment, you’re going to be trading off those kinds of issues," he said. "The worker in the warehouse is really in more control of their destiny. They can easily walk across the street and do the same kinds of things."

From real-time data to forecasting data

While wearables used for other operations in the warehouse can help detect worker fatigue, wearables are also used explicitly for that purpose.

StrongArm’s FUSE platform collects ergonomic data like average maximum lateral velocity and average twist velocity from a worker and combines it with IoT sensor-drawn information about the worker’s environment to prevent fatigue and musculoskeletal injuries.

"If you’re moving 1,000 boxes in Florida in the peak of summer, that fatigue and potential risk is different than for the same person moving 1,000 boxes a day in Seattle," Kim said.

Megahed is also doing research that could go deeper than just looking at how a body moves to see if a worker is fatigued. Data like stride length, stride height and heart rate could forecast when a worker will be fatigued. This could lead warehouse managers to change scheduling so that employees conduct heavier work earlier in the day. Managers could also change the types of orders workers pick based on what their real-time data shows about the state of their body right now and when models predict they will be more fatigued.

Puerto Rico distributes emergency supplies left in old warehouse for years - Abccolumbia.com

PUERTO RICO (ABC News) – Government officials in Puerto Rico began distributing much-needed disaster aid that went unused for years while residents suffered in the wake of a deadly hurricane and more recently a batch of crippling earthquakes.

The once-abandoned supplies — which included thousands of sealed cases of water bottles, pallets of food, diapers, baby formula and cots — were distributed on Monday to shelters in communities where powerful earthquakes leveled homes in recent weeks and caused an estimated $110 million in damages, according to government officials.

The unused aid, believed to have been delivered during Hurricane Maria in 2017, was discovered in an abandoned government-operated warehouse in the southwestern city of Ponce over the weekend, sparking a wave of angry protests.

Some residents even gathered outside of the Governor’s Mansion in San Juan to call for the governor’s resignation amid questions over why the aid didn’t make it to those in need earlier.

Puerto Rico Gov. Wanda Vazquez fired the island’s chief of emergency management, Carlos Acevedo, and temporarily called for the National Guard to oversee the agency amid an ongoing investigation into why the aid was left to sit while residents were in need.

“In the last days there have been actions by members of the government that are not acceptable,” Vazquez told reporters Sunday. “I will not permit this type of conduct in my government.”

She also called for the resignation of Family Affairs Secretary Glorimar Andujar and Housing Secretary Fernando Gil after they were unable to provide the information she requested on their agencies’ distribution centers.

They tendered their resignations after the press conference concluded.

“I feel the indignation that the people of the island feel,” she said.

When asked how it was possible she did not know about the existence of the 43,000 square foot warehouse, Vazquez replied: “That’s what the head of agencies are for … to inform the governor.” Vazquez had vowed that all the Ponce warehouse supplies that are not expired would be distributed to the towns that were the hardest hit by the quakes.

Acevedo defended the emergency management agency before his firing in a statement released on Saturday. He said the warehouse had been was inspected after a recent earthquake by a structural engineer who recommended emptying it due to damage suffered.

“It is important to emphasize that no citizen has been denied any of the items found at this place,” the statement said. “At the moment, there is no shortage of any of these articles and they are being distributed to the people who need it; data that can be verified in the shelters and base camps.”

Acevedo said at one point there had been 600 pallets of water, which were distributed to the public when Hurricane Dorian and Hurricane Karen threatened Puerto Rico, but there were about 80 left. The investigation will examine inventory at that warehouse and potentially any others.

Austin’s (likely) Amazon warehouse would give Clay’s a run for its money - syracuse.com

Syracuse isn’t the only mid-sized American city slated to get an enormous warehouse that will likely end up being an Amazon distribution center.

Plans for a multimillion-square-foot facility were recently announced outside Austin, Texas. Local reports say the building will ultimately be used by Amazon.

The company is rapidly expanding its footprint around the country.

Yet few warehouses rival the plans for the ones planned for Clay, outside Syracuse, and Pflugerville, a suburb north of Austin. Developers for both projects say the floor space in each of the buildings will total about 3.8 million square feet. That would make the facilities tied for the second-largest warehouse in the world.

At the Clay building, those nearly 3.8 million square feet would be spread out among five floors, located on 111 acres of property. In Texas, the proposed facility would be four and half floors, situated on a 94-acre property.

Aside from space, there are other similarities between the two projects.

Just as the Clay warehouse is being developed by a company other than Amazon, Trammell Crow, the Texas warehouse is under development by Seefried Industrial Properties. Both companies have ties to and a history of working with Amazon.

Both warehouses would be conveniently located in a suburb of a major city, less than one mile from a busy interstate. Each facility is expected to create a lot of jobs.

Both projects, in Texas and Central New York, recently cleared zoning hurdles with local municipalities.

Both are also cloaked in secrecy, with Amazon and government officials telling reporters any comment on the eventual tenants at the buildings would be “speculative" -- a term that might sound familiar to anyone following Amazon’s expansion.

SAN JUAN, Puerto Rico – Gov. Wanda Vázquez fired the heads of Puerto Rico’s housing and family departments Sunday in the latest fallout over the discovery of a warehouse filled with emergency supplies dating from Hurricane Maria in 2017.

The removal of Housing Secretary Fernando Gil and Department of Family Secretary Glorimar Andújar came a day after the governor fired the director of the emergency management agency. Vázquez fired him hours after a Facebook video showed angry people breaking into the warehouse in an area where thousands have been in shelters since an earthquake.

“There have been actions by government officials that have been completely unacceptable,” the governor said Sunday.

Vázquez said she decided on the additional firings after meeting with leaders of her administration Sunday morning and officials were unable to provide information she requested about other collection and distribution centers.

“They weren’t able to personally tell me specifically where these centers were located, what they contained and whether an inventory was completed,” she said.

Vázquez did not elaborate on why Gil and Andújar were singled out, saying only that she had lost confidence in them.

Anger erupted in Puerto Rico on Saturday after an online blogger posted a live video of the warehouse in the southern coastal city of Ponce filled with water bottles, cots, baby food and other basic supplies.

The blogger, Lorenzo Delgado, said he had received a tip about the warehouse but did not specify when. People broke into the warehouse and began distributing supplies to those affected by the 6.4 magnitude quake this month that killed one person and caused damage across Puerto Rico’s southern region. More than 7,000 people remain in shelters as strong aftershocks continue.

Ponce Mayor María Meléndez said she was outraged, noting that she and other mayors have been trying to find basic supplies since the quake.

“I spent several days requesting cots and water,” she said. “They sent me to Cabo Rojo for the cots and to San Juan for the water. If I had known that those supplies were there, I would have demanded that they be taken out immediately. ”

When asked how it was possible that she did not know about the existence of the warehouse, Vázquez replied, “That’s what the head of agencies are for ... to inform the governor.” 

Vázquez said she worried that the warehouse discovery and the fallout would affect the credibility of the territorial government in Washington, which has temporarily retained some federal funds for Maria relief amid concerns of corruption and mismanagement.
